Haseeb Qureshi, socio gerente de Dragonfly, publicó un análisis sobre "El Consejo de Seguridad de Arbitrum congela 30.766 ETH al hacker de KelpDAO", en el que afirma que este tipo de transacción es ArbitrumUnsignedTxType (tipo EIP-2718 0x65/101), que es una transacción a nivel de sistema que no puede ser firmada por un EOA regular y que solo puede ser inyectada por el Consejo de Seguridad de Arbitrum a través de ArbOS.
Esta operación no implicó una reversión de la cadena ni una reescritura histórica; funcionalmente, se trata de una recuperación a nivel de estado: la clave privada del atacante aún puede firmar transacciones, pero el ETH de esa dirección se transfiere a través de la propia cadena. Esta operación también demuestra las facultades del Consejo de Seguridad en "emergencias catastróficas", tal como se describe en la documentación de descentralización progresiva de Arbitrum.
